Southern Province deputy permanent secretary Kennedy Mubanga has revealed that the province has over 1, 000 frozen positions in the civil service resulting from retirement and transfers, among other factors.
Mubanga said this on Wednesday during a meeting for the Parliamentary Committee on Cabinet Affairs.
“Out of 1, 292, the education department accounts for 507 unfilled positions followed by the provincial agriculture department with 419 positions,” said Mubanga.
“Others include 327 positions from the provincial health office while the provincial administration department has 39 unoccupied positions.”
Mubanga has attributed the situation to bureaucracy that surrounded the appointment of officers.
And Southern Province education officer Florence Chikalekale appealed to the committee to ensure provinces were given authority to appoint personnel for lower positions.
Chikalekale explained that the long procedures in appointments were leading to understaffing in most sectors of the civil service.
