Govt approves Kapiri council CDF budget

The Ministry of Local Government has approved K a 1.4 million 2017 Constituency Development Fund (CDF) for Kapiri Mposhi Council to be spent on various projects in the area.
According to a letter signed by ministry Permanent Secretary Amos Malupenga, the council had submitted for approval various developmental projects among them construction of foot bridges, classroom blocks, staff houses and completion of old projects.
Meanwhile, Minister of Local Government Vincent Mwale has directed the Local Authority to monitor the implementation of all projects to ensure quality works.
Mwale ordered the local authority to subject all the approved projects to tender procedures as stipulated by the Procurement 2008 Act.
“Consider contracting only registered groupings with impeccable track record of implementing community projects. All projects should be subjected to tender procedures as guided in the ZPPA Act,” said Mwale.
He also implored the council to allocate adequate funds to all running projects and ensure that they were time bound so that they were completed within the contracted period.
And Kapiri Mposhi council chairperson Obby Kabasa commended government for approving CDF projects in the area.
He said the council would not tolerate shoddy works by contractors who would be awarded the works.
“We will not allow contractors to delay completion of projects because some of these projects are long overdue and people are very expectant of the completion to benefit from them,” said Kabasa.
And Kabasa has assured Kapiri Mposhi residents that the council would ensure that the CDF allocation was utilised on time to avoid returning money to the central government.
Last year the Ministry of Finance mopped-up unutilised CDF for 2015 and 2016 from the council’s account, thereby affecting the implementation of developmental projects earmarked under the programme.
