Lack of Policy Framework Affecting Construction Sector – Mwanawasa

Eastern Province deputy Permanent Secretary Patrick Mwanawasa says lack of policy framework in the construction sector has contributed to its under-performance.
Speaking yesterday when he officiated at the provincial policy consultative meeting on Labour Based Technology and Output Based Road Construction model in Chipata, Mwanawasa said the sector had not realized its full potential despite being key to national development due to policy inadequecies.
“Lack of policy in the industry has resulted in inadequate levels and low quality of infrastructure development, leading to low economic activity and high production costs,” said Mwanawasa
“Government is aware of the fact that policy alone is not enough without proper implementation hence its commitment to develop and implement policies that are proactive towards combating poverty and reducing unemployment as well as creating a level-playing field”.
He said Government through the Ministry of Housing and Infrastructure Development and the National Council for Construction with the help of the World Bank has developed a white paper for adoption as policy on mainstreaming Labour Based Technology in the construction sector.
