South African charged with cultivation of marijuana in court

A South African national charged with drug related offences had his case adjudged following an application filed by the state.
Appearing before Lusaka Magistrate David Simusamba for commencement of trail was Kabir Majan of Woodlands residential area, plot No. 35, Blue road Woodlands with four counts of trafficking in psychotropic substances, unlawful cultivation of psychotropic substances, unlawful presentation of instruments used for preparation of psychotropic substances and permitting premises for use of psychotropic substances.
It is alleged in the first count that Majan on November 1, trafficked in psychotropic substances namely 16.4 grams of marijuana, a herbal product of cannabis sativa( Indian Hemp) without lawful authority. Majan is in the second count alleged to have cultivated 1.1 kilograms of fresh cannabis without lawful authority.
In the third count, allegations are that Majan on the same dates possessed two grinders used to prepare marijuana without lawful authority and in the last count, Majan is alleged to have permitted his premises at plot number 35 Blue road Woodlands for use of psychotropic substances.
The matter has since been adjudged to the 4th and 6th of December, 2017 for the commencement of trial. But in responding to the application made by the state, lawyer representing Majan, Keith Mweemba did not object though raised concern the adjournment would cause further delays. The defence counsel observed that the state was in a hurry to effect arrests and celebrate over arrests and publications but too slow in the application of natural justice.
Mweemba prayed that the prosecution were applying for an adjournment of the matter for the last time as their client was not free in custody.
