KAOMA District commissioner Kennedy Mubanga has attributed child delinquency in Kaoma to abuse of alcohol as the local authorities fail to effect by-laws that regulate consumption of beer.<\/p>\n
Mubanga observed that the local authority had allowed bars to operate outside regulated time and restricted age limit for the consumption of alcohol.<\/p>\n
He noted that the council is not helping in curbing teenage pregnancies and early marriages because of the way it conducts business in the District.<\/p>\n
\u201cI am very disappointed with the conduct of Kaoma Town Council management for allowing people to break the law with impunity, \u201che said.<\/p>\n
The District Commissioner said this when a Parliamentary Committee on Youth, Sport and Child matters paid a courtesy call on him at his office.<\/p>\n
The committee led by Kalabo Central member of parliament, Chiinga Miyutu, is in Kaoma to measure the extent of early marriages and teenage pregnancies as well as sports administration.<\/p>\n
Speaking earlier Miyutu said early marriages and teenage pregnancies in Zambia were still rampant and that serious intervention needed to be put in place.<\/p>\n
Miyutu explains that most girls found themselves in very difficult circumstances which exposed them to certain vices.<\/p>\n
The committee further proceeded to Kaoma High School where they interacted with the youths and parents.<\/p>\n
