East PS tells appointed DCs to work from newly created districts

Eastern Province Permanent Secretary Buleti Nsemukila has directed all civil servants appointed in the new districts in the province to operate from their designated areas.

Dr. Nsemukila said this in a speech read on his behalf by Eastern Province deputy Permanent Secretary Josphat Lombe at a five-day workshop on decentralization in Chipata district.

“Decentralizations is the only root to sustainable development in any developed country. Government is very committed to delivering services closest to the people and it will not allow the local authorities in the new districts to operate outside the districts.” said Dr. Nsemukila.

“So, those who are not willing to work from the newly declared districts should decline their letters of appointment and government will act. All new district commissioners should by next month be operating in their areas and ensure that people access services without facing any challenge”.

He said decentralization was a serious matter for government and Eastern Province had already devolved most departments to the local authorities.

Nsemukila said even if it meant people operating from grass thatched structures or tents, they should move to their respective districts.

 

“2013 decentralizations circular provides a roadmap of its development activities implementation and I urge you participants to acquaint yourselves with the circular.” said Dr. Semukila.

Officers appointed to manage districts such as Chipangali, Lumezi and others have not taken office due to luck of office space and accommodation.
