Speaker declares Chilanga seat vacant

National Assembly Speaker Patrick Matibini has officially declared the Chilanga parliamentary seat vacant after area member of parliament Keith Mukata was convicted of murder and sentenced to death.

The Lusaka High Court recently sentenced Mukata to death for the murder of his security guard Namakambwa Kalilakwenda on May 6 last year.

Judge Susan Wanjelani, however, acquitted Mukata’s lover Charmaine Musonda, declaring that the prosecution failed to prove a case of murder against her.

Dr Matibini has since asked the Electoral Commission of Zambia (ECZ) to arrange for a by-election in the constituency.

“I wish to inform you that, in accordance with Article 72 (2) (b) and 70 (2) (f) of the Constitution of Zambia Act Chapter 1 of the Laws of Zambia, a vacancy has occurred in the elected Membership of the National Assembly following the sentencing to death of Mr Keith Akekelwa Mukata, Member of Parliament for Chilanga Parliamentary Constituency by the High Court for Zambia on Wednesday, 28th February 2018,” stated Dr Matibini’s letter to the ECZ chairperson dated March 7.

“In view of the foregoing, I shall be grateful if arrangements can be made for a by-election to be held in Chilanga Parliamentary Constituency.”
